A nurse with a successful NNAS Advisory Report who accepts a role in British Columbia and then relocates to Ontario before starting work needs to register again — with a different provincial college, under different requirements. A physician registered with the College of Physicians and Surgeons of Ontario cannot practise in Alberta without separate CPSA registration. And since March 2026, even NNAS itself has experienced service interruptions — when its US-based payment processor suspended operations for applicants connected to sanctioned territories, NNAS had to rapidly establish an alternative processing pathway with the Comparative Education Service at the University of Toronto.

Most international healthcare recruitment agencies working in Canada will tell you they manage the NNAS assessment. And most of them do — to a degree. NNAS, the National Nursing Assessment Service, assesses the credentials of internationally educated nurses against Canadian nursing standards. It is the national step. It is necessary. It is not sufficient.

What most agencies do not tell you is that after the NNAS Advisory Report is received, the nurse must then register with the specific provincial college in the province where they will practise — and each provincial college has its own requirements, timelines, and examination demands. The College of Nurses of Ontario runs different requirements from the BC College of Nurses and Midwives which runs different requirements from the
College of Registered Nurses of Alberta. Each requires its own provincial jurisprudence examination testing local laws, ethics, and professional standards for nursing practice in that province specifically.

For physicians, the equivalent complexity exists between the MCCQE pathway at the national level and the individual college of physicians and surgeons in the target province. For allied health, each profession has its own national assessment body and its own provincial registration requirement.

Can a nurse licensed in one Canadian province practise in another province without re- registering?

Not automatically. Provincial regulatory colleges are independent bodies and a registration in one province does not confer automatic right to practise in another. The Canadian Nursing Regulatory Collaborative has streamlined the endorsement process for nurses moving between provinces — meaning a CNO-registered nurse can apply to BCCNM through an endorsement pathway that is faster than a fresh NNAS application.

However, each provincial transfer still requires an application, fees, and compliance with the destination province’s specific requirements including the provincial jurisprudence examination.
