Nurse Licensing UAE - The Complete Process for DHA, DOH and MOHAP Registration

Nurses represent 35 to 40 percent of all DHA DataFlow verifications annually. No other healthcare professional group makes as many UAE licensing applications. And no other group experiences as many avoidable delays caused by the same preventable documentation errors.
The UAE has three nursing licensing authorities. DHA covers Dubai. DOH covers Abu Dhabi. MOHAP covers the northern emirates. Each authority requires DataFlow Primary Source Verification, a licensing examination in most cases, and employer activation before a nurse can legally work in any UAE facility.
The nurses who start working in Dubai or Abu Dhabi within 4 to 8 weeks of being recruited are the ones whose applications were prepared correctly from the start. StaffBank manages nurse licensing across all three UAE authorities for international nurses and the hospital groups recruiting them.
Nick Hays

StaffBank has supported DHA and UAE nurse licensing for internationally recruited nurses joining Dubai healthcare facilities.

In our experience the single most consistent cause of delay is not the Prometric examination – it is the DataFlow submission stage.

Specifically: experience letters that do not include the facility’s full name and address, or that describe the role generically without specifying the nurse’s exact clinical title. Nick Hays, StaffBank’s founder, has managed international nurse recruitment across the Gulf, Australia, Singapore, and the UK for over 35 years.

We review every document before DataFlow submission. That review is what the 6-week timeline depends on.

Countries Exempt from the DHA Nursing Examination

Nurses from certain countries are exempt from the DHA Prometric examination if they hold a current valid license from an approved equivalent examination body. Commonly cited exemption-qualifying countries include the United States (NCLEX), Canada (NCLEX-RN), Australia (AHPRA-registered), and the United Kingdom (NMC registered). Verify your specific exemption eligibility using the DHA Sheryan Self-Assessment tool before submitting your application. Exemption eligibility must always be confirmed against current DHA Professional Qualification Requirements as these are updated periodically.

The Six Most Common UAE Nurse Licensing Delays - And How to Avoid Them

01

Expired Good Standing Certificate

The most common cause of rejected applications. Good Standing Certificates from most nursing councils are valid for 6 months. Always request this document LAST in your collection sequence so it has maximum remaining validity when you submit.

02

Name mismatch between documents

Your passport name must exactly match your nursing council registration and your degree certificate. Even minor differences flag in the DataFlow system.

03

Diploma qualification below 3-year minimum

DHA does not accept 2-year nursing diploma programmes. If your qualification is a diploma it must be a minimum 3-year full-time programme.

04

Clinical experience gap over 2 years

Nurses who have not worked in clinical practice for more than 2 years face additional requirements including clinical training programmes before licensing can be issued.

05

Employer non-response to DataFlow

Warn your previous employer in advance that they will receive a DataFlow verification request. Employer non-response is the most common cause of extended timelines beyond the standard range.

06

Scheduling Prometric exam before DataFlow completes

You cannot book your DHA Prometric examination until your DataFlow PSV report has been issued and accepted by DHA. Attempting to book earlier will fail.

Frequently Asked Questions

How long does DHA nurse licensing take from start to license activation?
The DHA nurse licensing process from beginning DataFlow verification to license activation by the employing facility takes approximately 4 to 8 weeks when all documents are submitted correctly and the nurse qualifies for examination exemption or passes the Prometric exam promptly. For nurses requiring the Prometric exam who also have documentation delays the realistic total timeline is 8 to 16 weeks. StaffBank’s document review process before DataFlow submission consistently achieves the 4 to 8 week range for correctly prepared applications.
UK nurses registered with the Nursing and Midwifery Council may qualify for DHA examination exemption. However exemption eligibility is assessed on an individual basis through the DHA Sheryan Self-Assessment tool and must be verified against current 2026 DHA Professional Qualification Requirements before assuming exemption applies. StaffBank checks exemption eligibility for every nurse as the first step in DHA licensing support.
Yes. The Sheryan Self-Assessment, DataFlow Primary Source Verification submission, and DHA or DOH Prometric examination at an international Prometric test centre can all be completed remotely. Nurses who arrive in Dubai or Abu Dhabi with a completed DataFlow report and a booked or completed examination are significantly closer to their first working day than nurses who start the process after arrival.

Every week of delay is a week the role sits empty.

StaffBank manages the complete DHA Dubai licensing and compliance process end to end.
