SCFHS Licensing Services - The Gateway to Saudi Arabia's Expanding Healthcare Market

Saudi Arabia’s healthcare sector is undergoing its most significant transformation in a generation. Vision 2030 has committed billions to new hospitals, medical cities, and healthcare infrastructure. In 2025 alone the Saudi Commission for Health Specialties admitted 8,298 healthcare trainees across 62 training programmes.
For international doctors, nurses, pharmacists, and allied health professionals the SCFHS license is the mandatory gateway to practise anywhere in Saudi Arabia. It is the only pathway. There is no alternative licensing route and no grace period for unlicensed practice.

The SCFHS process is managed through Mumaris Plus – the Saudi Commission’s unified digital licensing portal. The complete SCFHS classification process typically takes 6 to 10 months when managed independently. StaffBank manages the process end to end and consistently achieves timelines of 4.5 to 7 months for correctly prepared applications.

Nick Hays

Nick Hays, StaffBank’s founder, has worked across the Gulf healthcare market for over two decades and has seen the SCFHS process from both the recruitment partner side and the government advisory side.

Nick served as healthcare workforce adviser to the Singapore Government and as Panel Member on the Australian Ministerial Taskforce for Internationally Trained Medical Practitioners – roles that required the same depth of understanding of international licensing pathways that the SCFHS process demands. StaffBank manages SCFHS Mumaris Plus applications as part of its specialist Saudi healthcare recruitment service and consistently achieves timelines at the faster end of the 4.5 to 7 month range for correctly prepared applications.

The SCFHS Mumaris Plus Licensing Process -- Step by Step

02

Submit Documents for DataFlow PSV

Initiate DataFlow Primary Source Verification through Mumaris Plus. Required documents include your degree certificate and transcripts, professional license from home country, Good Standing Certificate, and experience certificates.

03

DataFlow Verifies Credentials

DataFlow contacts your university, licensing body, and previous employers to confirm all credentials. Timeline: 14 to 45 working days depending on source country and employer response speed.

04

Professional Classification Assessment

SCFHS reviews your DataFlow report and submitted credentials to assign your professional classification. The registration process involves three separate fees totalling SAR 1,140: service fee SAR 900, administrative fee SAR 100, registration service fee SAR 140.

05

Saudi Licensing Examination

Most applicants must pass the Saudi Licensing Examination (SLE) administered through Prometric. Some applicants from recognised Western institutions with specific board certifications may qualify for exemption.

Professional Classification Certificate

Following successful examination SCFHS issues your Professional Classification Certificate through Mumaris Plus. This allows employers to issue a job offer and is required for visa processing.

07

Professional Registration and Practice Authorization

After receiving a job offer your Saudi employer registers you through their institutional Mumaris Plus account. Your Iqama residency permit is processed. Once issued you can begin practising legally in Saudi Arabia.

Frequently Asked Questions

How long does SCFHS licensing take for international healthcare professionals?
The complete SCFHS classification and registration process typically takes 6 to 10 months when managed independently. With specialist support managing document preparation, DataFlow submission, and Mumaris Plus application coordination the timeline is consistently 4.5 to 7 months for correctly prepared applications. The longest stage is typically DataFlow PSV which takes 14 to 45 working days depending on the source country’s institutional response speed.
Yes. Unlike the UAE which has three separate licensing authorities for different emirates, SCFHS is the sole regulatory authority governing all healthcare professionals across the entire Kingdom of Saudi Arabia. An SCFHS classification and registration allows a healthcare professional to practise anywhere in Saudi Arabia including Riyadh, Jeddah, Dammam, Mecca, and all other cities. This is a significant administrative advantage over UAE licensing where separate applications are required for Dubai and Abu Dhabi.
Saudi Vision 2030 is driving significant expansion in healthcare infrastructure and demand for internationally trained professionals but it has not changed the fundamental SCFHS licensing requirements for international applicants. All international professionals still require DataFlow PSV, Mumaris Plus registration, and the Saudi Licensing Examination unless specifically exempt. What Vision 2030 has changed is the volume of international professionals seeking Saudi licenses which has increased significantly.
