The Simple Rule - Follow Your Employer's Location

The choice of UAE licensing authority is not a preference. It is determined by the geographic location of the healthcare facility where you will work. If your employing hospital is in Dubai you need a DHA license. If it is in Abu Dhabi you need a DOH license. If it is in Sharjah you need a MOHAP license.

IMPORTANT: A license issued by one UAE authority does not allow practice in facilities regulated by another UAE authority. A DHA-licensed nurse cannot legally practise in an Abu Dhabi hospital without a separate DOH license. Cross-emirate practice requires separate license applications to each relevant authority.

What Is Shared Across All Three UAE Authorities

DataFlow Primary Source Verification – Every international healthcare professional must complete DataFlow PSV regardless of which UAE authority they are applying to. The DataFlow report for DHA can be transferred to DOH or MOHAP at reduced cost and vice versa. If you already have a completed DataFlow report from one UAE authority you do not need to pay for full re-verification to apply to another.

Good Standing Certificate – A current Good Standing Certificate from every jurisdiction where you have held a professional license is required by all three UAE authorities. Most certificates are valid for 6 months. Request this document last to maximise its validity period.

Minimum Experience Requirement – All three UAE authorities require a minimum of 2 years post-qualification experience for nurses, allied health professionals, and most physician categories.

The Key Practical Differences Between the Three UAE Authorities

The most practically significant differences between DHA, DOH, and MOHAP affect your examination pathway and the portal you use.

DHA uses Prometric for its examinations. DOH Abu Dhabi uses Pearson VUE – a completely separate examination provider with different test centres and a different booking process. MOHAP uses Prometric. This matters because a candidate who has prepared for the DHA Prometric exam and then applies for DOH will need to reschedule through a different examination portal with different preparation materials.

DOH Abu Dhabi has historically maintained higher documentation standards particularly for specialist and consultant physician applications. Western board-certified physicians are particularly prioritised by DOH and often qualify for examination exemption. MOHAP allows upload of previous DataFlow reports from other UAE authorities, which reduces duplication for professionals licensing in multiple emirates.

I have been offered a job in Dubai. Which licensing authority do I apply to?

For any position in a healthcare facility in Dubai you apply to DHA – the Dubai Health Authority. All licensing applications for Dubai practice are submitted through the DHA Sheryan portal. If your employment later moves to Abu Dhabi you will need to apply separately to DOH. If you work in Sharjah or another northern emirate you will need to apply to MOHAP. Each emirate requires its own separate license application.

I already have a DHA license. Can I work in Abu Dhabi as well?

No. A DHA license authorises practice in Dubai only. To work in Abu Dhabi you must apply to DOH. Your completed DataFlow PSV report from your DHA application can be transferred to DOH at a reduced fee of approximately 100 to 200 AED rather than requiring a full new verification. However a separate DOH application and Pearson VUE examination must be completed.
